Windows XP netbooks are almost always the same price… just get one of those, because the answer to your question is both yes and no, depends on the peripheral being connected.
Starting November 2nd, Staples will be selling a 9.5″ LCD netbook, with a 120GB hard drive, 1GB of memory, Intel Atom CPU, and 2-3 USB ports, for $350 out the door. (Staples is also one of the only retailers that allows coupons on computers).
